Steve Haines and Dave Norton force Michael to raid the FIB headquarters to cover up their own corruption. Michael, Franklin, and Lester meticulously prepare for this seemingly impossible operation, eventually choosing between two distinct infiltration routes.

Spoiler Notice: This is a detailed 20-part series covering the GTA V single-player campaign from the prologue to the three endings. This is a narrative commentary based on in-game events, not an official novel or script. Missions and optional events that occur simultaneously may vary in chronological order. The heist approaches and Endings A, B, and C are mutually exclusive alternatives, not consecutive events. As the position of Steve Haines and Dave Norton becomes precarious, they force Michael De Santa to delete the evidence of their crimes stored at the FIB headquarters. Michael contacts Lester Crest to commission this seemingly impossible heist. Lester designates the Darnell Bros. clothing factory in La Mesa as a temporary base of operations and summons Michael. Lester concludes that a frontal assault on the heavily guarded FIB building is suicide, and that infiltrating it disguised as internal staff is the only solution.

Lester targets Harvey Molina, who works as a night janitor at the FIB building. Michael and Lester wait in a car outside the FIB building for the staff to finish their shift. As Harvey Molina exits the building and gets into his vehicle, Michael carefully begins to tail him.

To avoid suspicion, Michael maintains a safe distance, navigating through the heavy traffic of downtown Los Santos while following Harvey's vehicle. The pursuit leads to Harvey's apartment in West Vinewood. Michael waits outside, observing the surroundings until Harvey parks and enters his home.

Confirming that Harvey is vulnerable, Michael enters the apartment and confronts him directly. Michael pins Harvey against the wall and threatens him to hand over his FIB access card and work uniform. In this process, Michael only uses bribery and intimidation; he does not resort to unnecessary violence or kill him. If a body were discovered, it would immediately alert the authorities, potentially ruining the entire secret operation.

Having secured the janitor's ID and uniform, Michael leaves the apartment and informs Lester that the mission was a success. Harvey's identity becomes the perfect disguise to plant explosives inside the high-security FIB facility. Michael believes this operation is his chance to end his ties with the corrupt agents who have been holding him captive.

While Michael secures the janitor's identity, Franklin Clinton carries out a separate mission to understand the structure of the FIB building. These two preparatory tasks proceed in tandem, providing Lester with both the physical access and architectural knowledge required to finalize the heist plan.

To determine the exact internal structure of the FIB headquarters, Franklin Clinton infiltrates the Mile High Club construction site in Pillbox Hill. His target is Chip Peterson, the lead architect of the FIB building, who is inspecting the site. To blend in as a construction worker, Franklin puts on a hard hat at the entrance and begins to follow Chip Peterson.

Franklin carefully follows the architect as he climbs the stairs of the unfinished high-rise, looking for an opportunity. He ascends the skeleton of the construction site, which lacks elevators, waiting until he reaches a secluded area away from the eyes of other workers. Finally, when Chip Peterson is left alone, Franklin moves quickly to subdue him.

Franklin chooses between knocking out or killing the architect to neutralize him, then steals the briefcase containing the blueprints. With the blueprints in hand, Franklin immediately leaves the construction site and heads to the Darnell Bros. clothing factory in La Mesa.

At the factory, which Lester has set up as a temporary operations base, Franklin delivers the bag to Michael and Lester. Lester spreads the acquired blueprints on the planning board and explains in detail the two alternatives for hitting the FIB headquarters. These two paths are choices that require completely different approaches.

The first alternative is the 'Fire Crew' approach. In this method, Michael disguises himself as a janitor to plant explosives inside the building, triggers the fire alarm, and then the entire team enters confidently disguised as firefighters. If this path is chosen, Michael or Franklin must steal a fire truck beforehand and park a 4-door getaway vehicle in an inconspicuous spot near the FIB building.

The second alternative is the 'Roof Entry' approach. This plan involves using the FIB's connections to secure a helicopter and a pilot to rappel onto the roof of the building. After landing on the roof, they must infiltrate the server room directly to hack it, then engage in a fierce shootout with the agents who swarm the building once they realize the server room has been breached.

Lester emphasizes that regardless of the path chosen, the skills of the hired team members—the hacker, the gunman, and the getaway driver—will determine the success or failure of the operation. Michael hopes that if this dangerous heist succeeds, his awkward relationship with Steve Haines will finally end. However, Lester warns that as long as they know too much, the risk of being silenced will always exist, keeping the tension high.

3. The Bureau Raid · The Fire Crew Entry Path

If the Fire Crew approach is chosen, Michael heads to the FIB building at night wearing Harvey Molina's work uniform. He passes through the turnstile with the stolen access card and takes the elevator to the 49th floor. Taking a mop and bucket from the janitor's closet, Michael mops the floors of the mailroom and hallways, naturally playing the part of a night janitor.

Using the cleaning work as an excuse, Michael moves around the building, planting incendiary devices in strategic locations that won't compromise the building's structural integrity. He hides the first explosive in an open locker and the second behind a toilet in the men's restroom. After finishing the installation, he returns the cleaning tools to the closet and leaves the building without raising any suspicion.

Once outside, Michael joins Franklin and the team waiting at Legion Square and detonates the explosives remotely. With a massive explosion, the upper floors of the FIB building shake, and a serious fire breaks out inside. Franklin, Michael, and the hired gunmen arrive at the scene in full firefighter gear, driving the fire truck they stole earlier.

Disguised as the only initial response personnel, they pass through the chaotic lobby and take the elevator to the 47th floor. Afterward, they enter the target, the 53rd-floor server room, via the stairs. Franklin blows the server room door with a sticky bomb and enters to secure the hard drive containing Steve Haines' files.

However, the moment they try to escape with the data, the building's structure collapses, and the glass in the ceiling shatters. The team must desperately descend the stairs through thick smoke, flames, and collapsing debris. While trying to open a door on the 52nd floor, a sudden backdraft causes a massive wall of fire to engulf them.

At this point, the survival of the team depends on the skill of the hired gunman. A skilled gunman survives the explosion and stands up with Franklin's help, but an inexperienced gunman dies instantly, and Michael instructs Franklin to leave the body behind. Due to the successive explosions, Franklin is briefly knocked unconscious and separated from the group.

Michael warns via radio that the FIB agents have realized the true identity of the fake firefighters. Once Franklin regains consciousness and rejoins the group, they rappel down an elevator shaft from the 50th floor to the basement. After ascending from the basement to the first floor and exiting the building, the team escapes in the fire truck.

Knowing that a warrant will be issued for the fake firefighters, Franklin heads to the location where the getaway vehicle was prepared. After destroying the fire truck to destroy evidence and switching to the getaway vehicle, they head to Lester's house. Michael leaves the group toasting their success and departs to meet Haines and Norton.

4. The Bureau Raid · The Roof Entry Path

If the Roof Entry path is chosen, the operation takes on a much more direct and combat-oriented aspect. Michael, Franklin, and the hired team board a helicopter provided through FIB connections and fly over the FIB headquarters in downtown Los Santos. Trevor Philips does not participate in this heist; only Michael and Franklin lead the field.

The team jumps out of the helicopter at high altitude, deploys their parachutes, and lands precisely on the roof of the FIB building. They cut through the glass ceiling on the roof, infiltrate the interior, and head straight to the security server room on the 53rd floor. Upon arrival, the hired hacker connects to the FIB mainframe and begins the remote hack.

The efficiency of the task varies drastically depending on the hacker's skill. A talented hacker gives Michael precise instructions and even shuts down the fire sprinklers to ensure visibility. Conversely, an unskilled hacker struggles with the task and fails to turn off the sprinklers, exposing the team to danger for a longer period.

While the hacking is in progress, FIB security agents inside the building storm the server room. Michael, Franklin, and the gunman must defend the perimeter in a fierce shootout while the hacker copies and deletes the data. The armed status and combat ability of the hired gunman determine the difficulty of this defense.

Once the data is secured, the team returns to the roof to wait for the extraction helicopter. However, their escape helicopter is shattered by an attack from an FIB armed helicopter that suddenly appears. With their escape route blocked, the team is forced to revise their plan and attempt a rappel down the exterior of the building.

After breaking windows and descending to the lower floors, the team faces heavily armed FIB tactical teams head-on. They must fight a grueling battle down to the ground, using office partitions and stairs as cover while pushing through waves of incoming enemies. Since they must engage far more enemies than in the Fire Crew approach, the team's firepower is essential.

Upon reaching the ground and exiting the building, they board the vehicle prepared by the hired getaway driver. Depending on the driver's skill, they might bring an ambulance to slip away quietly, avoiding police attention, or they might arrive late with a conspicuous vehicle, forcing a massive police chase.

Regardless of which of the two alternatives is chosen, Michael and Franklin successfully dispose of the data that is a thorn in Steve Haines' side. This daring heist deals a critical blow to the FIB's internal security and serves as a major turning point for Michael to resolve his dangerous relationship with the corrupt agents.
