Franklin Clinton gets into a heated argument with his aunt Denise at his home. Denise accuses Franklin of being unfaithful and neglecting his gang activities. Lamar Davis soon appears and agrees with Denise, claiming Franklin doesn't hang out with his friends anymore. While Franklin pushes back against the absurd situation, Trevor Philips suddenly appears and joins the conversation. Trevor approaches Denise, cheekily asking if she is Franklin's sister, and hands her seven dollars, telling her to buy something nice. As Denise complains and retreats into the house, Trevor insists on joining Franklin and Lamar's schedule, claiming he wants to make friends since he is new to Los Santos.

Lamar leads them, claiming he has a drug deal planned with Stretch. The three take Lamar's dog, Chop, and head to Grove Street, the territory of the Ballas gang. During the trip, Lamar explains that he has arranged a deal with a dealer living in the Ballas territory, but Franklin is uneasy about the situation. Upon arrival, the dealer is extremely cautious and refuses to open the door until Lamar shows him the money, at which point he opens the door and offers a drug sample.

While Lamar sniffs the drugs to verify them, Trevor, watching the situation suspiciously, demands a taste himself. When the dealer refuses, Trevor snatches the product and breaks it in half. Inside, instead of drugs, there are pieces of drywall. The dealer, his ruse exposed, panics and flees into the house, slamming the door shut. Suddenly, Ballas gang members lying in ambush appear and begin firing at the three. The peaceful deal site instantly turns into a fierce gunfight, and a terrified Chop runs off somewhere.

The three struggle to find cover and fight their way out of the Grove Street alley. The situation becomes even more complicated as the Los Santos Police Department arrives on the scene. The police begin firing at both Franklin's group and the Ballas gang. Taking advantage of the chaos, the three escape through a narrow alley to the river, where they discover a group of rappers, including MC Clip, filming a music video.

Trevor, Franklin, and Lamar hijack three jet skis prepared for the shoot and flee along the canal. Ballas gang members pursue them in vehicles but soon crash into a wall and self-destruct. However, a Los Santos Police helicopter soon spots them and begins a persistent pursuit. During the escape, Franklin becomes convinced that this deal was a trap set by Stretch and expresses his anger toward Lamar. Lamar tries to deflect the situation by mentioning a maritime race course on their escape route, and eventually, the three decide to split up to completely shake off the police pursuit.

Trevor Philips returns to Floyd's temporary residence in La Puerta and overhears Floyd and Wade Herbert talking about him. Floyd is anxious about his relationship with his fiancée, Debra, but Trevor ignores this and plans to steal something from the port where Floyd works. The three change into dock worker uniforms, and before leaving, Trevor contacts Ron Jakowski to direct the operation's design. On the way to the port, Floyd reveals that mercenaries from Merryweather Security Consulting are lurking around the port.

Upon arriving at the port, a supervisor assigns Wade the grim task of cleaning up a sewage spill and takes him away. Trevor and Floyd head to the cargo ship, and Floyd reveals that the Merryweather mercenaries are guarding one specific cargo ship with extreme security. At that moment, another supervisor approaches and instructs the two to move containers using cargo handling equipment. Using a fake ID, Trevor boards the heavy machinery himself to avoid suspicion. He nonchalantly confesses to Floyd that he is high on drugs, threatens the trembling Floyd into silence, and moves two containers to the designated area.

After finishing the work, Trevor is urged by the supervisor to climb onto a large crane. From the crane's cockpit, he completes the task of moving containers onto trucks, dispelling the supervisor's suspicions. Afterward, using a break as an excuse, he takes photos of the cargo ship's bow, the guards at the gangway, and the stern from the crane and sends them to Ron. After finishing the scouting, Trevor follows Floyd's guidance and drives a truck toward the dry dock area controlled by Merryweather.

When a guard controls access, Trevor attempts to bluff his way through by speaking broken Spanish. Floyd tries to step in and add an excuse, but the mercenaries immediately surround Floyd and begin beating him mercilessly. Trevor takes advantage of the mercenaries' focus on Floyd to sneak into the guard room. He steals a briefcase containing classified documents and calmly exits the restricted area. After checking the cargo manifest in the bag, Trevor realizes that the military is testing a certain device at sea and that Merryweather is escorting it, and he instructs Ron to conduct further investigation.

Returning to Floyd's apartment, Trevor finds Wade covered in sewage and smelling foul. Trevor tears down a photo of Debra hanging on the wall and destroys it, then sticks a rough map of the port and the photos he took in its place to create an operation planning board. Based on the stolen information, he devises two specific heist approaches to the cargo ship. The first is to use a submersible to plant bombs on the bottom of the cargo ship to sink it and retrieve the device, and the second is to secure the device being tested at sea with a submersible and then lift it away with a heavy transport helicopter. Trevor decides to have Michael De Santa and Franklin join this operation and begins full-scale preparations.

To steal the Merryweather cargo, Trevor begins full-scale equipment acquisition. One day, Wade sends a text message saying that a minisub is loaded on the 'Daisy Lee' docked at the Port of Los Santos. Since underwater work is essential for both heist approaches, Trevor immediately heads to the port and infiltrates the cargo ship. Trevor releases the submersible's locking mechanism hanging from the ship, drops it into the sea, and boards the submersible himself to take the controls. He contacts Floyd via radio and instructs him to prepare a place to hide the submersible.

Floyd reluctantly guides him to bring the submersible to Pier 400 at the West Docks and replies that he will prepare a truck. When Trevor arrives at the pier, Floyd operates a crane to lift the floating submersible out of the water and carefully lowers it onto the truck bed. Trevor hurriedly boards the truck and urges them to depart, and Floyd also boards the passenger seat as the two head to a nearby shipyard warehouse.

During the trip, Floyd expresses strong guilt about robbing his own workplace and harming innocent people. However, Trevor rants with sophistry, accusing Merryweather of being a corrupt mercenary group protected by the government and claiming that stealing their property is not a problem at all. Eventually, Floyd succumbs to Trevor's threats and agrees to store the submersible safely in the warehouse.

If the offshore approach is chosen, a large transport helicopter is additionally required to carry the submersible in the middle of the sea. To this end, Trevor must carry out a dangerous mission to infiltrate the heavily guarded Fort Zancudo military base and steal a military transport helicopter, the Cargobob. The interior of Fort Zancudo is densely packed with heavily armed soldiers and air defense systems, making approach itself a deadly risk.

Trevor quickly breaks into the base and boards the Cargobob parked on the helipad. From the moment of takeoff, heavy gunfire from soldiers pours down, and the base's defense system activates, causing missiles to fly toward him. With his skilled piloting, Trevor narrowly evades the threats of pursuing military aircraft and missiles, escaping the airspace above the base. Having safely stolen the helicopter, he stores it safely at a pre-prepared hideout in Sandy Shores. This preparation process is a key step led by Trevor before Michael and Franklin officially join. The minisub is used to recover the device sunk to the bottom of the sea, and the Cargobob is responsible for lifting and transporting the entire submersible at sea. With all equipment in place, Trevor's bold heist plan against Merryweather is left only to be executed.

4. The Merryweather Heist · Success but Empty-Handed

On the day of the operation, Trevor calls Michael and Franklin to Floyd's apartment to review the final plan. Michael expresses concern about Lester Crest's absence, mentioning that he is hospitalized, but Trevor pushes forward, saying that if they proceed without Lester, the share will be larger. The three move to their respective positions according to one of the two mutually exclusive approaches chosen in advance.

If the cargo ship approach is chosen, Franklin waits on the Miriam Turner Overpass bridge with a sniper rifle. Michael puts on a wetsuit, sneaks into the cargo ship, and begins planting bombs throughout the ship. Franklin secures Michael's movement with a telescopic sight and snipes approaching Merryweather mercenaries to provide cover. When Michael plants the last bomb and jumps into the sea, Franklin remotely triggers the detonator, sinking the cargo ship to the bottom of the harbor. After Michael finds the device on the seabed, Trevor descends in the submersible to recover it.

On the other hand, if the offshore approach is chosen, Michael pilots the Cargobob, carrying the submersible with Trevor inside, and flies to the test area in the middle of the sea. Trevor descends to the seabed in the submersible, finds the device guarded by Merryweather, and surfaces. The moment Michael lifts the submersible with the Cargobob, Merryweather helicopters pursue them. At this time, Franklin, who is in the back seat of the helicopter, defends them by shooting down the enemy aircraft with a machine gun.

Whichever method is chosen, the three succeed in securing the military device and returning to the pier after much difficulty. Just as they are about to load the submersible onto the truck and celebrate the success of the operation, Lester, dressed in hospital clothes, urgently appears on the scene and blocks them. Lester informs them that the item they stole is not just cargo, but an extremely dangerous national-level military technology device.

He strongly warns that if they do not return the device immediately, the federal government will track them to the end and kill everyone involved. Realizing the gravity of the situation, Michael agrees with Lester and insists that the device must be returned. Trevor is furious that he has to give up the spoils he obtained after so much trouble and rages.

However, he eventually yields to the firm stance of Lester and Michael. Floyd and Lester drive the truck carrying the device to return it, and Franklin and Michael go their separate ways. In the end, despite being the first large-scale operation performed by the three protagonists together, the Merryweather Heist ends empty-handed, leaving Trevor with no financial profit. This incident serves as a painful reminder of how massive and dangerous the targets the protagonists have touched are.
