Rockstar Games initially intended to develop GTA 6 concurrently with Red Dead Redemption 2. According to Bloomberg, Rockstar North co-studio head Rob Nelson explained that the immense scale of the western title necessitated an all-hands-on-deck approach, forcing the studio to deprioritize GTA 6. This shift meant the game took significantly longer to produce than originally anticipated.

The delay allowed GTA 6 to integrate complex systems from Red Dead Redemption 2, such as its NPC interaction mechanics. While simultaneous development might have enabled a release in the early 2020s, the current iteration of the game relies heavily on these shared technological foundations. Research and planning for the project actually began as early as 2014, though a narrative skeleton was not established until late 2019.

Development faced numerous hurdles, including a global pandemic, significant staff growth, and security leaks. Take-Two Interactive CEO Strauss Zelnick expressed frustration regarding multiple delays, though Rockstar head of publishing Jennifer Kolbe noted that leadership eventually understood the necessity of additional time to avoid shipping an unpolished product.

Rockstar has implemented operational changes to improve future efficiency and aims to avoid such lengthy development cycles moving forward. While the studio has not announced its next project, it has committed to reducing the time required for future titles.
