A recent Bloomberg report by Jason Schreier offers a rare look into the development of Grand Theft Auto VI. While Rockstar has not disclosed official figures, the project’s eight-year production and workforce expansion from 2,400 to 4,700 employees suggest it may be the most expensive game in history, potentially exceeding $1 billion in costs.

Development, initially codenamed Project Americas, began in earnest after the 2018 release of Red Dead Redemption II. The team faced significant challenges balancing extreme realism with gameplay accessibility. Creative leads debated whether mundane tasks, like purchasing beer or preparing food, should require manual player interaction or simplified automated actions to maintain engagement.

Following the 2020 departure of co-founder Dan Houser, leadership shifted to a trio of veterans: Rob Nelson, Aaron Garbut, and Phil Hooker. This structure reportedly caused internal friction due to conflicting visions. Additionally, the studio suffered a major 2022 security breach, which staff described as an emotionally intrusive experience that exposed unfinished work.

The project faced multiple delays. Although a 2025 release was initially targeted, director of publishing Jennifer Kolbe had to inform CEO Strauss Zelnick that the deadline was unattainable. The game was postponed twice, moving from May 2026 to its current November release window, a decision Zelnick ultimately accepted.
