Key information
Developer Neon Giant is currently working on No Law, an ambitious open-world immersive sim set in a cyberpunk city called Port Desire. According to creative director Tor Frick, the core development team consists of just 24 people, though this count excludes outsourcing teams assisting with art, sound design, and QA.
To manage the scope with a small team, Neon Giant deliberately opted out of certain features early in development. Players will not be able to drive the cars parked on the streets, as the developer designed Port Desire to be navigated entirely on foot. Additionally, not every building can be entered.
Rather than sprawling across multiple districts like Cyberpunk 2077's Night City, Port Desire is a significantly smaller land mass that leans heavily into verticality. The city features tall tower blocks, steep hills, and winding streets inspired by a Mediterranean city and the Kowloon Walled City, with no loading screens when entering buildings.
The open-world simulation includes layered systems such as dynamic time and weather, which alter character populations across different districts and directly affect missions, such as breaking into buildings. Surviving magistrates also adapt their defenses as players eliminate the four mayors of the city.
