World of Warcraft: Forever began as a modest project with limited class adjustments, such as adding a taunt for paladins. Associate production director Clay Stone noted that the internal development team initially proposed creating only four new dungeons for the game.

The project's scope expanded significantly as the development team grew more enthusiastic. The count of planned dungeons increased from four to six, and eventually reached nine. Stone attributed this growth to a broader appetite within Blizzard to deliver a more substantial experience than originally anticipated.

The development of Forever follows previous experimentation with Classic titles, including Hardcore and the successful Season of Discovery launched in November 2023. These earlier projects served as testing grounds for understanding player preferences and content development within the vanilla era.

Beta testers have observed that the new content, including quests and dungeons, integrates seamlessly into the classic world. While the game features significant additions, it will not include the class designs from Season of Discovery at launch. Blizzard expects the final release to exceed player expectations regarding overall scope.
