Former Rockstar Games vice president Dan Houser recently discussed the difficult development of the 2006 title Bully. Houser described the project as a bold concept that faced constant complications, noting that he was initially uncertain if the game would succeed. The pieces of the project only came together late in the development process.
The team struggled to adapt Rockstar's signature open-world action style to a school setting, which required removing core mechanics like driving and firearms. Designers eventually found the game's identity by focusing on the scale of a child's life, including school classes and smaller, humorous interactions like placing 'Kick Me' notes on NPCs.
External pressures significantly hindered the game's promotion. Houser explained that the studio faced intense public hysteria and controversy regarding the game's content, which coincided with the 'Hot Coffee' scandal. The team spent much of 2006 managing protests and trying to ensure retailers would stock the title, rather than focusing on positive marketing.
Despite the game's critical acclaim, a potential sequel never materialized. Houser revealed in 2025 that while ideas for a follow-up were considered, the project was ultimately abandoned due to operational capacity issues.
