Rockstar North assigned the development of Grand Theft Auto: London to its newly acquired Canadian studio, despite few team members having visited the city. This distance allowed the developers to prioritize a cultural rendering of the setting over geographical reality.

The game utilized the original engine to recreate London, implementing right-hand drive vehicles and left-side traffic. However, the street layout retained an American design, featuring wide lanes and right-angled corners rather than the curves typical of London.

Artist Ray Larabie, a self-described anglophile, drew inspiration from the British parody publication Viz magazine. Larabie noted that his perception of England was shaped by the magazine's content, which he encountered while in Canada.

Larabie incorporated a specific detail from Viz into the game, placing dog excrement on the sidewalks. Players can perform handbrake turns over these items to create skid marks, an addition Larabie described as his only innovation in videogames.
