Dan Houser, co-founder of Rockstar Games, revealed that the signature multi-panel cover art style for the Grand Theft Auto series originated from a sudden design change following the September 11, 2001, terrorist attacks.

The original artwork for GTA III featured burning buildings, which the company deemed inappropriate after the tragedy. Artist Stephen Bliss developed the now-iconic grid-based layout in approximately two nights to replace the sensitive imagery before the game's release.

While the new panel-based design became a permanent trademark for the franchise, the original art was still utilized for the European version of GTA III. The North American release featured the revised style.

Rockstar also adjusted in-game content, including police car colors and flight paths near skyscrapers, to distance Liberty City from New York. Despite these revisions, most content remained intact for the October 22, 2001, launch.
