Rockstar Games co-founder Dan Houser has revealed that the iconic collage-style cover art for the Grand Theft Auto series originated as a direct response to the 11 September 2001 attacks. The design, which has defined the franchise for 25 years, was created under pressure after the original artwork for Grand Theft Auto 3 was deemed inappropriate due to its depiction of burning buildings.

The new visual identity was developed by Stephen Bliss in approximately two days. Houser explained that the resulting aesthetic, characterized by fragmented squares and vignettes featuring characters and vehicles, was an improvised solution to replace imagery that could be perceived as offensive following the tragedy in New York.

This change occurred mere weeks before the 22 October 2001 launch of Grand Theft Auto 3 on PlayStation 2. While the original cover design was still utilized in Europe, the United States received the new version. The success of this improvised layout led Rockstar to adopt it as a permanent design standard for subsequent titles, including Vice City, San Andreas, GTA 4, GTA 5, and the upcoming GTA 6.

Beyond the cover art, the 11 September events prompted Rockstar to adjust the content of Grand Theft Auto 3. These modifications included removing a mission referencing terrorism and altering specific details regarding police vehicles, dialogue, and the game's overall atmosphere.
