The Japan Trading Card Association (JTCA) issued an official statement on October 23 regarding consumer protection issues surrounding online original card packs, known as Oripa. The association identifies recent consumer disputes and concerns over transaction transparency as significant challenges, pledging to work toward the exclusion of fraudulent operators from the market.
Online Oripa services allow users to purchase points to win cards via digital lotteries. However, critics note that consumers cannot easily verify the existence of winning cards, stated odds, or return rates. On September 7, 2026, the Hibiki law firm requested that the Consumer Affairs Agency investigate five major operators for suspected violations of the Act on Specified Commercial Transactions.
The JTCA, established on November 14, 2025, previously stated on July 25, 2026, that it neither unconditionally supports nor rejects online Oripa. The association emphasizes that it will take necessary actions if clear problems are confirmed. The latest statement reinforces the need for the industry to correct or eliminate sales methods that cause consumer misunderstanding or excessive expectations.
Separately, Takuya Okochi of the NPO Card Game Culture Promotion Association has criticized the JTCA's organizational structure and highlighted the inability of buyers to verify winning odds. The JTCA's recent statement does not reference these specific criticisms, though media outlets continue to monitor the association's future regulatory efforts.
