US Representative Ritchie Torres has announced plans to introduce the Power To The Players Act, a legislative proposal aimed at protecting consumer rights regarding digital game ownership. The initiative seeks to ensure that players can continue to access and play their purchased titles even after online services are discontinued.
The proposed legislation would task the Federal Trade Commission with establishing regulations to safeguard the ability of consumers to own their games. A key component of the act involves requiring developers to provide an offline mode for online games before servers are shut down, addressing concerns about titles becoming unplayable.
The proposal also addresses the transferability of digital games, highlighting the distinction between purchasing a product and holding a revocable license. This follows industry trends where games like Ubisoft's The Crew became inaccessible in 2024, preventing users from playing even single-player campaigns.
While the proposal has gained attention amid concerns over game preservation and Sony's planned end of disc production in 2028, it has not yet been formally introduced. Specific enforcement mechanisms remain unclear, and the initiative is currently in the planning stages.
