U.S. Representative Ritchie Torres has announced the upcoming Power To The Players Act, a federal bill designed to redefine digital game purchases as actual ownership rather than revocable licenses. The legislation aims to protect consumers from losing access to software when companies discontinue services.
The proposed rules would mandate that games dependent on online servers provide an offline mode before those servers are deactivated. Additionally, the bill seeks to establish a legal right for players to transfer their purchased digital games to others.
Torres highlighted NBA 2K25 as a primary concern, noting that the title, priced at $69.99 or $99.99 for the All-Star Edition, is scheduled to leave digital storefronts on October 30, with servers shutting down by the end of the year.
While the bill has not been formally introduced, it follows previous efforts like the Stop Killing Games campaign and California's stalled Protect Our Games Act. Industry opposition is expected, particularly regarding the proposed digital resale rights.
