United States Representative Ritchie Torres has announced the Power To The Players Act, a legislative proposal aimed at protecting consumer rights regarding digital video games. The bill seeks to address concerns that users currently lack true ownership of their digital libraries.

The proposed legislation would empower the Federal Trade Commission to implement regulations preventing companies from unilaterally revoking digital licenses or delisting titles. Additionally, the bill mandates that online games include a functional offline mode to ensure continued access after server closures.

Torres argues that current practices allow companies to remove software on arbitrary timelines, effectively stripping consumers of products they purchased. This initiative aims to bridge the gap between merely licensing software and actual ownership, particularly as the industry shifts toward an all-digital model.

While the bill signals increased government attention toward digital ownership issues, it currently faces significant regulatory hurdles. There is no guarantee that the proposed legislation will be enacted into law.
