Key information
The Spanish Guardia Civil has finalized an investment of 2.5 million euros to procure a specialized system designed for remote mobile device access. According to the Official State Gazette (BOE) published on October 19, the acquisition cost 2,066,115.70 euros excluding taxes.
This technology enables the installation of software remotely, allowing authorities to monitor content on both Android and iPhone devices. The system is capable of recording data from these handsets without the knowledge of the device owner.
Under the Law of Criminal Procedure in effect since 2015, such surveillance is permitted for investigating serious threats, including terrorism, organized crime, cybercrime, and offenses involving minors. The Guardia Civil cannot access private devices without a specific judicial order based on evidence of potential criminal activity.
Once a judicial authorization is granted, state security forces are permitted to examine the targeted terminals for a period ranging from one to three months to gather further evidence.
