Ceuta has finalized a 58-kilometer submarine cable project costing 330 million euros to connect the city to the Spanish mainland power grid. This infrastructure aims to replace the city's previous reliance on a diesel power plant, with the connection scheduled for 2026.

Despite the project's scale, the system encountered a significant issue on October 21. A general blackout occurred in Ceuta, which was traced back to the new connection even though it was not yet transporting commercial electricity.

The outage was triggered by an incident at the Algeciras substation in Cádiz. This event caused a sudden fluctuation in the network that traveled through the cable, triggering automated protection systems in Ceuta. Power was restored after 55 minutes.

The incident highlights a vulnerability in Ceuta's smaller electrical system compared to the mainland. While the Spanish peninsula can typically absorb such energy oscillations, Ceuta's grid is more sensitive, necessitating improved management to prevent mainland network issues from impacting the city.
