Port Desire is the walled, isolated port city setting of the immersive sim No Law, developed by Neon Giant. According to creative director Tor Frick, the port city is a lawless no man's land set between three neighbouring countries and maintained by a peacekeeping force. The setting serves as a convenient playground for illegal medical research, vices, and smuggling.
Players control Grey Harker, an ex-military hardcase seeking revenge against the city's four mayors. Frick explains that players can tackle the mayors in any order, which systemically alters their relationships and narrative. If players eliminate magistrates early, remaining targets will arm up and defend themselves more heavily.
Neon Giant co-founders Frick and Arcade Berg demonstrated mission approaches involving stealth, violence, and environmental traversal. Every named character has an open-world home, allowing players to kill targets early and take keys. Frick stated that players cannot sequence-break because the game is built without a strict sequence, rewarding clever combinations.
The author noted that the presentation's playthroughs were tightly controlled, leaving some judgement reserved on the true depth of systemic variety until hands-on play is possible.
