Rockstar Games initially intended to develop GTA 6 concurrently with Red Dead Redemption 2. According to Bloomberg, Rockstar North co-studio head Rob Nelson explained that the massive scale of Red Dead Redemption 2 necessitated an all-hands-on-deck approach, forcing the studio to deprioritize GTA 6.
This shift in development strategy meant that GTA 6 incorporated various systems from Red Dead Redemption 2, such as its NPC interaction mechanics. While this integration likely improved the final product, it extended the development timeline significantly. Had the projects proceeded simultaneously, the game might have launched in the early 2020s.
Rockstar officially targeted a 2025 release window, though the project faced multiple delays. Jennifer Kolbe, head of publishing, noted that Take-Two Interactive CEO Strauss Zelnick was initially bewildered by these setbacks. However, after internal discussions regarding the necessity of additional time, Zelnick reportedly accepted the delays to avoid shipping an unfinished product.
Development was further complicated by the pandemic, multiple leaks, and a doubling of staff size. Although research began as early as 2014, a narrative skeleton was not established until late 2019. Rockstar now aims to reduce future development cycles by leveraging operational changes implemented during this period.
