Vault Boy nearly faced removal from the Fallout franchise after Steve Jackson, the creator of GURPS, objected to the character because he simply did not like him and requested that he be taken out.
During the development of the first game, lead developer Tim Cain explained that icons were needed for the GURPS system features. Artist Arlene Somers created roughly 200 icons, but due to Cain experiencing color-vision issues, the team sought alternatives.
This led the team to feature a cartoon character in various poses to represent each mechanic. Designer Leonard Boyarsky sketched Vault Boy, drawing inspiration from Monopoly mascot Pennybags, with the concept later refined by George Almond.
Rather than removing the character following the creator's objections, the developers chose to replace GURPS by creating their own iconic S.P.E.C.I.A.L. system, which ultimately preserved Vault Boy and allowed him to become the franchise's mascot.
