Before Grand Theft Auto 3 revolutionized the series by transitioning from 2D to 3D, Rockstar team members were uncertain of its success, with Sam Houser showing significantly more enthusiasm for an Austin Powers kart racing game during a meeting with Xbox creator Seamus Blackley. According to memories shared in the Xbox history documentary, GTA 3 was only discussed for about five minutes during that pitch because the Austin Powers project held the team's excitement.
At the time, the Austin Powers film trilogy was a massive cultural phenomenon that had grossed 700 million dollars at the box office. Rockstar planned to tap into this popularity by developing Austin Powers: Mojo Rally, which featured big-headed movie characters, franchise-inspired vehicles and power-ups, and mechanics allowing players to travel between the past and future within levels.
The project eventually shifted its focus to the Dreamcast platform rather than targeting Nintendo and PlayStation consoles, which were crowded with various kart racing titles. Concerns regarding the acid humor of the franchise and whether the game could appeal to all ages ultimately led Rockstar to cancel the project and focus on other endeavors.
