Former Rockstar Games vice-president Dan Houser recently discussed how the September 11, 2001, terrorist attacks in New York necessitated last-minute changes to the development and marketing of Grand Theft Auto 3. Houser noted that the studio faced significant pressure during this period, as the company was previously struggling with financial instability.

The iconic box art for the title, characterized by its grid-like composition, was created by Stephen Bliss in only two nights. Houser explained that the original cover design, which featured burning buildings, was deemed potentially offensive following the tragedy. Consequently, the studio replaced the imagery to avoid public backlash.

Beyond the packaging, the team adjusted in-game content to ensure sensitivity. Modifications included changing police car colors to differentiate them from the NYPD, altering flight paths to avoid visual associations with skyscrapers, and removing a mission referencing terrorists. Houser stated these edits were necessary to avoid appearing excessive.

These revisions caused the release date to shift from October 3, 2001, to October 22, 2001. Despite the uncertainty surrounding the project's reception, the game achieved steady, long-term sales success from the end of 2001 through early 2002.
